Scott Cheney has joined Madison Associates, Inc. as Principal and Project Director following a successful 21-year career as a Special Agent with the Federal Bureau of Investigation. Mr. Cheney's responsibilities with Madison will include, among others, that of business development.

Prior to joining Madison, Mr. Cheney was a Senior Executive Advisor to the FBI Director, tasked with leading key policy reform and improved business process implementation of critical FBI processes, systems and functions. He is a subject matter expert (SME) in project management, risk management, investigative practices, internal investigations, compliance enforcement, insider threat, and matters pertaining to public corruption and fraud. For approximately two years before undertaking his advisory responsibilities to the Director, he was the Deputy Assistant Director of the Inspection Division with supervision of over 100 SES personnel, including agents, intelligence analysts, professional staff, and contractors, overseeing all aspects of the FBI Inspection Division.

Mr. Cheney served as an Inspector for two years at FBI Headquarters, where he was responsible for conducting Field Office compliance and performance inspections, National Program Reviews and Agent-involved shooting investigations. Mr. Cheney also served as an Assistant Special Agent in Charge of the FBI's Tampa Field Office where he managed the Intelligence, Security and Surveillance Operations of the office. During that time, he was also called upon to be the on-scene commander of the Bureau's investigation of the 2016 Pulse Nightclub terrorist attack. He held the position of Supervisor in the Charlotte, North Carolina Field Office over a squad of agents, intelligence analysts and forensic accountants responsible for matters related to public corruption, white collar and civil rights crimes. In this capacity, he led a team of agents and forensic accountants in obtaining a conviction of a Fortune 500 firm's Chief Accounting Officer in connection with a fraud scheme that generated $135 million in illegal proceeds and in another investigation his team's efforts resulted in a RICO prosecution against over 90 individuals involved in a massive mortgage fraud conspiracy.

Scott Cheney has both a Juris Doctor degree and a Masters degree in Legal Ethics. He practiced law prior to joining the FBI. He is a member of the Delaware State Bar Association and the Association of Certified Fraud Examiners.
