Jay Scheurer
Project Director
Jay Scheurer joined Madison Associates, Inc. in February, 2015 after twenty-two years of federal service. Mr. Scheurer provides computer forensic support to Madison's government clients and brings with him twenty years of federal computer forensic experience where he provided a broad range of forensic support including computer and mobile device imaging, examination, reporting, and testimony. Mr. Scheurer has been recognized by the Federal Courts as an expert witness in the area of computer forensics. He has also developed expertise in data extraction techniques and regularly provides support in his areas of expertise in connection with complex financial investigations being conducted by Madison. He also provides training in the area of data extraction to a variety of Madison's government contractors.
Mr. Scheurer retired from the Food and Drug Administration, Office of Criminal Investigations (FDA, OCI) as Senior Operations Manager of the Seized Computer Evidence Recovery Specialist (SCERS) program. During his career, in addition to his SCERS duties with FDA, OCI, he served the agency as a National Training Coordinator, a National Firearms Coordinator, an Assistant Special Agent in Charge, and a Special Agent-Investigator responsible for conducting major health care fraud investigations. Mr. Scheurer has also served as a federal Auditor and utilizes his accounting, computer forensic and training expertise in providing Madison's government clients with a unique skillset in establishing optimum investigative strategies and the conduct of complex financial investigations.
